Why do you allow vessels carrying cargoes that are potentially dangerous to the marine environment to navigate through areas of marine heritage without a pilot boat?

Probably for the same reason The state government of Queensland intend to sell off 32,000 hectares of forestry land to the highest foreign bidder.
